Pull the cold start handle all the way out and check the engine speed at fast idle, which should be between 1000-1100 rpm.
If the speed deviates from the norm, loosen the locknuts of the fast idle adjusting screw 3 (pic. 3-41). pull the cold engine start handle to failure and turn the screw to achieve the required crankshaft speed, then tighten the lock nut of the adjusting screw.
